I disagree with your criteria. Just because the Main Line colleges are small, doesn't lessen their prestige, and Bryn Mawr and Haverford are elite... And then there's Swarthmore, off the Main Line, which is arguably even more elite. But just having elite colleges alone, which Philly clearly has, shouldn't be the lone barometer for being a higher ed 'capital.' The fact is, Temple and Drexel are large, major research I level schools, one next door to Penn; the other, 3 miles away. Then there's St. Joseph's, a solid Jesuit college. And Villanova, another Main Line school, is a top 50 school. ... at least, by US News standards IIRC... Also, very solid Ursinus, in nearby Collegeville, adds to the list. Then throw in other colleges, such as LaSalle and Rutgers-Camden, directly across the Delaware River from Center City; along with major free-standing med schools, such as Jefferson and PCOM, and by any measure, Philly is an American pillar of higher ed; in my opinion, nearly even with Boston, esp re colleges per capita -- and there are some, like U. of Arts, Eastern, Moore College of Arts, PA Academy of Fine Arts and Pierce College, (4 of these in Center City) that I didn't even mention.

US News' global ranking is much more reputation and peer review based then their domestic undergrad ranking, which adds an emphasis on class size, alumni giving and other peripheral criteria.

Boston probably has the Bay Area beat for biotech and pharma, but I think the Bay Area offers more diversity overall.

I voted for SF but I think Chicago and Philly are strong contenders as well.

I'm shook that 3 people voted for Atlanta, that is not exactly what I'd call a higher education capital.

I can definitely see the argument. UChicago and Nortwestern are Ivy League equivalents. LA doesn't really have any Ivy equivalent schools. USC is not, and UCLA is a great state school, but not an Ivy equivalent (like Cal Berkley). LA would win in terms of depth though. Again, I can see the argument for placing Chicago over LA, but I think there is also a case for placing LA over Chicago.

UC Berkeley above Oxford and Univ of Washington above Cambridge? Umm, no.

I love Berkeley and have always put it almost at the Ivy tier similar to UVA, Univ of Michigan and Northwestern as 3 other examples.

But it's not top 5 overall in the world, and it sure as hell is not ahead of Oxford. But top 15-20? Sure.

For DC, where are Georgetown and George Washington? G'town falls in that same category as those other 4 I just named and GW is a Top 50 school.

A lot of these lists include teeny tiny schools like Icahn and Rockefeller. I think Rockefeller has less than 150 students.

Granted these lists mean horse crap in the real world. Because a school like Berkely School of Music and Emerson cant crap the top 200 on either list but somehow deliver more funding and real world applications than 90% on these lists.
