City and county won't pay. The argument the med school will attract lots of private biz so even though they won't be paying prop tax they'll bring biz that will is wearing thin. City already paid for the baseball stadium

I'll go with: not ever happening. I think it would had happened by now.
The State is reporting that USC is going to ask local taxpayers for $15 million for their proposed new medical school at Columbia Common.
I think they will do it because they are in this deep now with a bit of stagnation and have to make something happen to spark more investment/bodies/appeal. An announcement that this wouldn't happen would be a huge blow at this point as it is one of the only halfway exciting things that has had any traction and that I believe will actually have potential to jump that project off into anything similar to what they projected. It provides a.comstant flow of people who have no choice but to be there and they are folks that should have their fair share of wage earners and potential wage earners. When you say "pay $15 million for it" I'm sure you mean "towards" it. I don't see why USC wouldn't try to get a little help seeing how much their presence at this point will boost the projects appeal.

And a few council members have already openly said "no". I'm. It saying it won't happen but not on timeline i.e. Maybe 2025. Remember this is for 2020 right now but USC's biggest pipe dream projects tend to get delayed too. The law school took lot longer than forecast before they started building

I see the city kicking in maybe $1M, the county contributing probably $5M, the state begrudgingly giving $20M, and the USC Foundation making up the rest. I think USC knows full well that there isn't a huge appetite for subsidies after Bull Street.
