I did a little more research and found an article from a few months ago. Apparently the bill would only apply to new highways:
As written, the bill would apply only to new highways, and it wouldn't change Connecticut's ban on tolls along existing interstates. The federal government prohibits tolls on federally funded highways, such as I-91, but it is more permissive about states using tolls to pay for building new roadways.

So now I'm confused. Where the heck are we going build new highways to install these tolls, to then fund the building of ANOTHER highway? WTF? Am I just misreading?

Maybe I'm reading the article incorrectly, but as far as I can tell, the toll booths will be on Route 11 itself, no?

I can understand why people would be opposed to having any tolls in the state at all -- but that said, if you're going to have tolls, doesn't the road they're paying to improve = the smartest place to have them? Actually, I'm happy to see this. Route 11 has been in dire need of completion since the 1970's. It will make it so much quicker for people in Hartford County to travel to the beaches in southeastern CT. It will also help commuters who live in the Colchester/Glastonbury area who work in the New London area. However, the idea of having toll booths on Route 11 would be very odd.

Yeah, I'm trying to figure this out too -- it's confusing. I can't tell whether what was just authorized was a toll on the existing Route 11 to pay for its extension, or whether it's under the earlier "all new highways can have tolls" rubric.

At 5 dollars a car times 120,000 vehicles daily (MANY of which are out of state vehicles), we'd be looking at over 30 million per year on I-95 alone. A billion is pushing it, but if we were to keep throwing that money into our debt, it would eventually pay off. Seeing that about 40% of those who travel 95 are from NY, NJ, and MA, it would really make sense. We pay to travel in their state - why are we the ones that have to be taken advantage of?

It would make more sense to put them on 11 (though admittedly I don't know that road at all). I'm searching online to find some sort of clarification, because the news stations are pretty vague about it.

Tolling I-95 would only be possible if the state gives up federal funding for its maintenance, correct? I suspect CT would still come out in the black, but some of the revenues would definitely get eaten up that way.
