A representative from the Washington County DHS called 911 on May 27 at around 11 a.m. asking for police assistance when DHS was not allowed to see the minor they were concerned about. In Touch, which broke the story of Josh Duggar’s sexual molestation scandal, has the full transcript of the emergency call in the new issue.
Arkansas DHS has to conduct a home check for ANY hot line call, including anonymous calls. It's pretty common for them to call the local police for assistance. This is a snippet of a 9-1-1 call to Springdale CentCom, which was transferred to the PD. Of course, the interweb will make a huge deal about this "new revelation".

I'm not saying it's a big deal, but I mean come on. How hard is it to let them interview the kid. The media is all on them about their parenting and the choices they've made.
They said they've changed but refusing to let DHS check on a kid was a bad idea. It's more media, more speculation, more drama and even less likelihood of their show coming back on air.

Seriously, if you want to make DHS/CPS really curious and inclined to believe there's fire behind the smoke, refuse to let the police interview the victum or look over the home.

With the amount of people that hate their lifestyle/views (out of jealousy or whatever), would it be surprising if someone calls DHS on them for no good reason?

Having DHS interview a child for no reason could be seen as a pretty bad experience for a lot of parents. Imagine them attempting to live some sort of wholesome lifestyle and some random whacko calls DHS telling them the father fondled his 6 yr old - DHS then shows up, pulls the kid out of the house and asked them questions like "has mom or dad touched your private parts"? That's probably not something most parents want their child to have in their memory box. Granted, things like this are part of being a celeb, but I can still see how some parents may be apprehensive.

I'd feel drastically different if this were happening to a family with no history of abuse or past DHS involvement.
Because this happened with the Duggars given the revelations in previous weeks they had to know, or I would hope their PR person tried to explain to them that refusing to cooperate with DHS would get to the media and cause a second round **** storm.
I'd bet if someone said let DHS in or officially lose your show and money train for good, they'd be totally open to cooperating with DHS.
I posted this two or three days ago in the other Duggar thread. IDK if 2015 forward will be a different thread or not.
