Your dogs are paying for stupid dog owners mistakes and negligence with their lives.

Properly trained dogs do not run toward strangers if the owner is present, they wait for command. They do not run out of the house toward people unless the owner leta them out to do just that.

According to the dog whisperers on thia thread who say dogs don't misbehave.

Where did you get that. I have no problem with my dog checking out a new arrival. I may shut him down if it get to pushy...but actually around here you get greeted by the cat. Who is bigger than the dog and is in charge. And no one lmesses with the cat.

The officer in question was "acting peaceably" …

In the Law, it is impossible for a child to "provoke" an attack by a dog … which is why insurance companies simply do not bother to defend against claims of a child bitten by a dog ...
