Impressive, if true, but I doubt it. There simply is no way you can KNOW the truth of the statement you have just made. As an opinion, it has some validity. As a statement of fact, it is just stupid.
Oh, and to answer the question directly, YES, I have met such people, they DO exist!
Hypothetical....what if he put up a sign saying "I support BLM" or "I support the Rainbow Coalition" or both? And added, "if that offends you....LEAVE" is that inflammatory?
