Yes. Because it's not his town or his county. He happens to be one person living in it. Whatever he personally supports...that's fine with me; he can put the sign up in his front yard along with the junk cars and chickens. But Sheriff Buford T. Justice does not speak for the population of the county, and his personal sign is not appropriate for public property.
Except you made all that up. "We say Merry Christmas and if you don't like it get out" is most definitely inflammatory. He's implying that only Christians are welcome in his fiefdom, and he's implying that free speech and alternative viewpoints are not welcome.

I think the sign is cool. No one is forcing you to go there, so you have choices. Adapt or don't go. It implies nothing, just TELLS you that if its offensive to you, they aren't going to change it to suit you. Nothing wrong with that at all.
