This reminds me of the people who find a lost backpack with thousands. It’s typically from someone who was tying to buy a car or move some money around .. Then they decide to turn it in.

They get like $100 or $200 for their trouble, it’s hialrous.

I asked our Garda guy about this yesterday when he came in, he said it would depend on where it happened and how many people were involved, if it was something like a couple bags of money falling out and a handful of people running to swipe it up, chances are they would go after them for the money but if its something like the whole truck is wrecked or destroyed and cash is flying everywhere, and LOTS of motorists stop to grab some, they would just report it as a loss and not pursue anyone.

He said they have special insurance coverage for this kind of thing anyway, so they do not actually loose any money.
