raw steak is perfectly safe, hamburger is safe IF the grinder was not used for other meats, like pork or wild game.
Sorry (honestly, I'm not trying to hound you) but the above is also untrue.
Consuming raw steak is not perfectly safe. Raw meat of any kind, including beef, can be dangerous as it can have bacteria such as Salmonella, Escherichia coli (E. coli), Shigella and Staphylococcus aureus, just to name a few. The above named bacteria would be destroyed by heat during cooking.
Oh, there is a way lot more than just pork meat that is banned. Just a few examples include whales, catfish or other fish or marine animals without scales, molluscs, crustaceans, bats, insects, reptiles, amphibians, the brains of any animal, any meat taken from any animal with diseased organs, nor any meat from any animal that is still alive when the meat is cut off it ..... there are other non-meat foods that are banned too.

You're right and after posting that I remembered that the old testament also prohibited shellfish

Yes, bottom feeders...and fish with no scales, aka, catfish, a common one.
I stopped for years... now I will have an occasional shrimp.
And here I was a huge seafood lover of anything, not anymore!
My summers were at New Eng beaches, lived in Key West...damn.
A little knowledge took a lotta fun out of it! But I still have the sun,
wine, beer and other wild fish. And I do feel great!

It can be dangerous, but beef is the least likely meat to make you sick and most chef's whether they are preparing Kitfo or Steak Tartare kill bacteria by plunging the beef in rapidly boiling water for 10 seconds followed by 10 seconds in ice water. I wouldn't eat either unless I trust the source.

I must confess, I do love to indulge occasionally in some steak tartare with a raw duck egg yolk on top and some seasonings on the side, served with light, very thin sliced toasted Russian rye bread.

In what religion is this? Jews ban pork but also combinations of food, like no dairy and meat together (no cheeseburger) and meat has to be kosher and killed a certain way. But I'm not aware of religions banning things like catfish, reptiles, etc.

It's called the Laws of Kashrut. Kashrut is a set of dietary laws dealing with the foods that Jews are permitted to eat and how those foods must be prepared according to Jewish law. Check it out - even the meat of rabbit is forbidden. These are the Laws of Kashrut and the lists of prohibited foods:
