I know there are good people who for DCFS or CPS. However, I do not regard these agencies as effective as the local police department is.

I agree. Sometimes you have to get a person's attention before you can "help" them see reason.
Unfortunately, as mentioned, there are powerful political forces at work over law enforcement's head.
These cases are also so complicated and emotional for all involved to the point that they may be easily botched.
In order to be effective a team of specialists needs to be involved working together in cooperation. Placing blame is not going to be a focus that will promote that cooperation.
What I want to say is that the system and the people working in the system have to be mentally healthy enough to help others. And the system they are working within has all the ingredients to interfere with good mental health.
Young people come in ready and hoping to help others. It doesn't take long to understand that they are a part of a web of agencies that may be resistant to their methods. They become disillusioned, frustrated, and angry. Who is at the top of it all? Those who have risen from the trenches. Those lucky enough to withstand the stress.
Those people are a must in any system, but are also because of their time and investment, the least willing to suffer consequences that jeopardize their jobs.
Well, I'm way off subject. But none of this is as simple as people who see the system from the outside think it should be. The power of doubt always benefits the perpetrator because of how our legal system is designed. So far apparently it needs to be that way.
CPS workers have a horrendous job with little control over the outcome. Yes some social workers are negligent but more often than not the judge sends these kids home to be abused again. Many foster homes struggle because the kids have so many issues and some just do it for the money. I lasted 4 years until I went back to graduate school for a different career.
The final straw was one of my coworkers was brutally murdered in her home because she was trying to terminate parental rights on a few horrible cases. We knew a client was responsible but it took 20 years to prove it. I shared cases with her and decided that the work was too dangerous.
They have waaaay too many kids on caseload to properly monitor them. I was going to apply for a social services job for the county, with an elderly caseload, when I was laid off during Covid. Until I got to the end of the ad "Caseload will vary between 110 and 140 clients per month". It is not possible for any human being to have a caseload like that and still be effective at the job.
But people want lower taxes, and social service budgets are notoriously low because that's not most people's priority.

You made a good decision because having that high of a caseload is ridiculous!!
I just listened to the entire live presentation by Mormon Stories on YouTube. What Adam Steed went through is unconscionable. The tentacles went deep and still go deep. It's a truly unbelievable story unless you understand how twisted and corrupt the various players were and are. Disgusting and sickening.

Adam Steed was a whistleblower about the abuse he received at a Boy Scout camp when he was 14 (he's now 41). It is pretty obvious that Elder Hillam sicked Jodi Hildebrandt on him and she was only too happy to oblige.
I hope part of Jodi Hildebrandt's current charges include practicing "therapy" without a license. She has some penny ante license that is not on the level of an LCSW or LicMSW. This woman is a danger to society and needs a llfe sentence. She's the type that gets out of prison and finds a new angle to destroy peoples' lives and profit from it.
This video is mind boggling. Adam Steed says more victims will be coming forward.

What a well spoken intelligent woman this abused girl grew up to be.
Especially glad that she explained the mother’s accusations that her child is a sexual abuser -which was extremely puzzling to me and made me think that it could perhaps be somewhat true? - otherwise it is incomprehensible for a mother to make up such serious allegations against her own young child..
My gut feeling was that Jody was an instigator and mother was the follower to the cult-like personality of Jodi
