Is it legal to give citations to minors in Texas Schools for being late, back talking to teachers,etc.

Citations? I don't with juviniles much (thank god), and the kids I do deal with do things like kill, rob and burglarize homes. Check Texas Education Code. That's where you'd look to see if there are statutes against such behaviour.

Talking back to teachers? Depending on the circumstances, and the behaviour exhibited by the kid, you might be able to use the "disorderly conduct" statute in penal code. That's only class C misdemeanor (no jail time, up to $500 fine). But, you can arrest for it and take them to kiddie jail.

Sad thing is, teachers have to put up with this stuff. My mom taught school from 1960 until about 10 years ago. She said in the beginning bad behaviour at school was minor and not common. When she retired she had a first grader bring a loaded gun to school.

Lack of parenting. That should be a crime. They're cheating their kids, and helping raise the next residents of the Texas prision system.
