It's more of a "better to have an innocent suffer or a guilty walk free?" type of question. You are joking but there have been cases where this is true. Specifically, I remember this lady:

I actually saw this lady every day when leaving my office in Midtown and always felt bad about not giving anything. Now, she is clearly faking it and raking in money, but does that mean that ALL homeless people are "faking"? Maybe, maybe not. Unlikely though. So what's the answer? I think it's a personal choice. Personally, I can't help everybody but give monthly to charities (mostly animals because I'm a sucker for animals, but also children and elderly - my opinion being that a grown ass man/woman can fend for him/herself) and don't give to panhandlers.

I doubt that there are very many (or any) rich or middle class panhandlers out there but not all panhandlers are homeless. Some have cars, some have apartments or other housing. Some may even have jobs but panhandling can bring in some quick extra cash. I'm sure there are some who are truly in need and just trying to make ends meet in an occasional emergency but I think that the vast majority of panhandlers are panhandling for drug/alcohol money.
