The rest of the city: No, getting worse in most places. A few other areas holding steady.

The metro area: A little (economically-wise)

The auto-makers (often referred to as "Detroit"): Somewhat

Underneath all the wreckage, obsolescence and redundancy, the resouces to spark a revival are still there; but if it ever comes to pass, it would be not because of politics, but in spite of them!

Mostly true. There's some hipsters and others more than willing to bring it back, but far too much animosity from the average suburbanite, who, other than the sports arenas, casinos, Lafayette Coney Island, and possibly their workplace, couldn't care less if the city burned down.

Yes. It is the actual citizens of Detroit who live in such a way as to make it an unlivable city for most people. Sorry, but it's the truth. Who is committing the violent crimes? Who is not maintaining their properties? Who keeps reelecting incompetent city leaders? It's not the suburbanites. Maybe if people from outside the city proper could actually feel safe in more than a small area of the city they would invest more time, money, and effort in it. I suppose it would be the popular thing to do to blame it on poverty, but people were as poor as poor gets during the Great Depression with no social safety net programs in place as of yet, and crime was a fraction of what it is now, so there has to be more to it than that.

I feel badly for the good citizens of Detroit who do care, and I know that there are thousands of them, but until the good overcomes the bad, people will continue to avoid Detroit and resist investing in it.
