Yes, perhaps it was a bad decision to annex it. So many problems!

But I still don't understand the incompetence of the other part. They had twenty years to find a legal solution for the squatters.

Why haven't they done anything? Why?

Tatars are special people.
They in many respects and remained nomads.
For example I have acquaintances who every year (summer) live in mountains with horses is their business (walks on horses). And they there have no house, there are only tents and horses shelters.

The Crimea was informally divided - Tatars didn't let on the coast, and they gradually removed to mountains.
The parliament and businessmen the coast therefore Tatars received mountains or areas in the depth of the island without outlet to the sea (for example Bakhchisarai and others) interested generally only.
They didn't legalize the right for the earth because them never expelled from there...

And the parliament never insisted on legalization, at them never was interest to these sites. And they certainly weren't necessary to investors when there is the southern coast...

The Tatars live everywhere in the Crimea. The problem is that they do not want to live in blocks of flats. They prefer land. Many of them have legalised their land. For exaple, Simferopol has become bigger because new districts appeared where the Tatars live. Some districts are not legalised till now, but not only Tatars tried to get land there.

And we have now the raiding beginning in relation to Ukraine.
In Russia blocked an entrance on Roshen factory.
These are my favourite candies....
And the owner "Roshen" Poroshenko by the way is in the lead in presidential race according to social polls.

In Ukraine it costs a lot of money. And Tatars unfortunately aren't among the rich people.
For example our friends built the house (3 floors) and still it didn't legalize because it costs in Kiev now for them 30 thousand dollars...
In the Crimea certainly not such tariffs but after all it is very expensive and inexpedient for Tatars.
