I've been a powerlifter for the past 18 years or so. I'm 5'9, and had a 36" waist at my peak strength in my early to mid-30s, weighing around 210-215lbs ( I also had 29" thighs at one point). Now I'm closer to 200lbs and have a 34" waist (I'm 45 years old now). Of course I have more back muscle than most dudes and those bigger spinal erector muscles, obliques, and abs are going to add some to the waist size. I actually think I look better now than in my 30's, but having bigger legs and back/shoulders is going to make having a little bigger waist look better proportionally that it would on a guy who's "skinnyfat" and has a smaller waist.
