Yes, and I have done so. When I was a college student in the late 1970s, I lived and studied for three months in Hamburg, Germany. I went out of my way to eat at a café that only served Milchreis, which is a pudding like dish of rice, vanilla, sugar, and milk cooked to a creamy consistency. I think there was a choice of plain or with cinnamon, and a large or small serving, but for sure that was the only item on the menu.

It was a lunch place, and when I went there on a weekday, there were several businessmen dressed in suits and reading newspapers, eating bowls of it with obvious enjoyment.

There's a restaurant in DC that serves steak frites, or portabella frites for the vegetarians (and a second helping of steak is free), with a small side salad, but a full bar menu. I can't recall if they have any appetizers on the menu. But it's a full service restaurant. It's been in business for about 3 years now. It's in a dense residential area with a small commercial area and is on the Metro line. So, very well located for the concept.
