Buy top round roast, or chuck roast, and make your own hamburger in a food processor.
Where I live, boneless chuck is on sale this week for 4.00 a pound.
Have you tried using ground turkey instead? I use it for pretty much everything that I used ground beef for...chili, meatloaf, pasta sauce, etc., & turkey burgers are pretty good, you just need to season them up a bit.
Turkey is in a shortage, or will be for the end of the year, due to Avian Flu in the Midwest (it's migrated east and the chicken guys on MD's Eastern Shore are getting real twitchy).
Expect beef prices to go up even more in the next several months. I know some beef guys and they got the highest live weight prices they've ever gotten earlier this summer, around $4/lb.

^^I live in the west and have not experienced a shortage in ground turkey. I don't know about whole turkeys. I buy the frozen chubs of ground turkey if no fresh ground is available.
Yes some butcher have different sales , where some grocers who rely on outside butchers can have sales , where if you have a farmer market in your area the cost can be lower of meat and vegetable and fruits then the grocer with the brand name , but you should know a regular price for things .... Like apples could be on sale and they are all bruised , or meat could be reduced and is actually spoiled ....
I use ground pork in place of ground beef...DH frequently finds it on sale. In sloppy joes and chili, we can't tell the difference. There doesn't seem to be a shortage of "the other white meat". We've been eating a lot of pork lately.

That's because there was a shortage of pork a couple years ago and prices went up. That meant that a lot of farmers either got back into raising pigs or increased their herds. So those increased numbers are now hitting the market.
Remember a couple years ago when bacon prices almost doubled?
