I had a frugal one. Took the bus into town, went to a bar and balked at the $15 cover, so went to one of those craft beer places, had a pint, then took the bus home. Bus got to my stop 5 min before midnight and I and the driver wished each other Happy New Year.

The next day I took a long distance hike/walk to a nearby town (via some nature preserve trails), and had a coffee and breakfast sandwhich at Subway + an orange I got at the supermarket across the street. Then walked back, wishing Happy New Year to the other walkers I saw. Good karma points for that, I think!

Probably around $16 dollars for New Years (Eve and Day), max.

I find that it's easy to be frugal on NYE when you have young children.

We went a local neighborhood that's known for having fabulous holiday lights, and walked around, oo-ing and ah-ing. Then came home, got the 3-year old to bed at a decent hour, and the rest of us watched Harry Potter on DVD.

Woo hoo!

We have done the fancy expensive Manhattan NYE, when we were childless, and it's the stuff of great memories, so I don't regret it. Wouldn't label it "frugal" by any means, though.
