I feel like every state I've lived in has an area that others dislike. So far in my live I've lived in Virginia (22 years), Arizona(4 years), and Nebraska(8 months) and they've all got one.
Virginia: A lot of people outside of NOVA hate NOVA.
Arizona: Most everyone I knew that lived in East Valley in PHX disliked West Valley.
Nebraska: Eastern NE seems to have a weird stigma towards Western NE...I've heard several say, "they're just different out there."
Western Montanans think Eastern Montana is strange (or sort of "North Dakotan"); Eastern Montanans think Western Montana is strange (a little too Northwestern, perhaps); Western Montanans and Eastern Montanans think Missoula (part of Western MT) is strange; most Montanans who don't reside along the High-line think the High-line is strange; and pretty much all Montanans would consider California to be strange.
In Alabama, the traditional Black Belt counties are seen as the land that time forgot. Named for the black earth that made them ideal for farming in prior centuries, they never really evolved as time went on. They're quite poor, quite segregated, and lack jobs, industry, transportation . . . pretty much everything. Much of the problem is that the bulk of the land is timber, farmland or hunting preserve, and is taxed very little. That leaves very little for schools and services.
The area isn't hated/disliked. It just causes people to scratch their heads, shrug and say "whatcha gonna do?"

I wouldn't say hate but disliked is OK. Certainly these are looked down on by me and many others. Of the states where I've lived:
Arkansas: the eastern part over by the Mississippi River. Just not as nice and pretty as the Ozarks where I'm from originally.
Utah: No part was hated or disliked.
Texas: The Rio Grande Valley. Doesn't seem like Texas at all to me.
Colorado: Pueblo.
California: The Central Valley Region.
Both Pittsburgh and Philadelphia are hated amungst the rest of Pennsylvania....problem is they're the only 2 economic engines of the state. PA truly is Makers vs Takers, only its backwards in that the Red parts of state are the Takers and yet they have the most representation in Harrisburg....Pittsburgh and Philadelphia both would be better off if the script could be flipped. I look at State and its Rural dominating politics as one of the biggest hold-backs to the cities.
Memphis is not seen in a great light, compared to the rest of our state its got major problems. I wouldnt say its hated however, that is a stronger feeling.
In California, Fresno is the butt of many jokes, but for sheer hatred nothing surpasses the venom that is regularly directed at L.A., even by some people who live there.
