OP, would you consider a city/place that is at least 15% Black that has parts of it that feeds into a good school district. For instance, a place such as Oak Park MI, which is 58% Black has areas that feed into the very good Berkley School District. This can occur in some metros, as a couple of other Metro Detroit examples like this are parts of Southfield that feed into the Birmingham School District and Harper Woods has areas that feed into the Grosse Pointe SD. Southfield and Harper Woods are highly or predominately Black suburbs with some solid, middle class areas that feed into those highly regarded school districts. So, that may be something to consider.
Brooklyn Park and Brooklyn Center in the Twin Cities metro are both around 25-26% Black and have parts that feed into the Anoka-Hennepin SD, which is a solid SD. So, there are other examples like this in other areas around the country.

Except Madison doesn't. It's only 7.4% black, and the OP required a minimum of 15%.

It sounds similar to what you can find in NY State, where you may have a city and town of the same name that are adjacent to each other, but are separate governing entities. Ithaca, Batavia, Plattsburgh, Oswego, Oneonta, Elmira, Lockport, Geneva, Canandaigua, Watertown, Binghamton and Poughkeepsie are examples of this.
Shaker Heights OH outside of Cleveland may be another place to look into. Twinsburg OH in between Cleveland and Akron is another area that would work as well.
