True. Yet Memphis had Craig Petites in recent memory that also had direct ties to a Mexican cartel. For St Louis there was a considerable Kingpin connected to BMF. Not taking anything away from DC .

Sounds more or less of an association than actual organization. I would think Frank Matthews & Ike Atkinsons was on the same scale.
