I can't speak for every city in KY and WV but on a whole and with a resounding - Yes, I do.
DC has been transformed so much being our nations capital. But its roots are still Southern, it's just that most of the people living in DC don't trace their roots to that area.

So, I said that the majority of people living in DC don't have roots in the South but the city itself has Southern roots. It was surrounded by two slave holding states. If being surrounded by Slave holding states doesn't make you Southern, I don't know what is.
Your Detroit example is kind of/sort of the inverted example of DC. The majority of people living in the city proper of Detroit, trace their roots out of Detroit within 1 or 2 generations. But Detroit has Midwestern roots, and you will see that easily in the architecture or the suburbs.

Oh, honey, no... There's plenty of distinctly un-southern going on in parts of WV. If you seem to be plucked straight out of Pennsylvania, you ain't Dixie.
Wheeling, Morgantown, generally anything north of route 50, a few places south of it too. Not a heaping lot of southerness going on up there. Hell, some would say Huntington is the furthest north southern city.

I have an ancestor in New York who owned a house slave -- old Dutch family. I hope you have other criteria for southern culture. The Peculiar Institution passed away some time ago after that not-so-recent unpleasantness and hopefully no longer is a cultural determinant.

What is your criteria for southern culture? Southern culture is a man-made definition - there are no hard and fast boundaries. But, Southern culture came about when the northern states (which NY was a part) banned slavery. That setup a dichotomy between Northern and Southern. When the entire country allowed slavery - there was no such thing as Southern or Northern culture.

Southern culture is also a man-made definition. You think Southern culture is real and can be identified without any subjective interpretation? We're not talking objective truths but fluid cultural boundaries.
Political boundaries are real socioeconomic divides you know.
