The Lakewood/Lower Greenville area of East Dallas is a lot like Virginia-Highland in Atlanta.

The Montrose is a neighborhood in Houston sandwiched roughly between tony River Oaks and the Museum District. It's historically home to the city's gay population. It's got loads of funky boutiques, bars, clubs, and independent restaurants. It's also home to several performing arts nonprofits and The Menil Collection. It's far more vibrant than downtown will probably ever be.

Midtown is just south of downtown. It's definitely more vibrant than downtown when it comes to nightlife. It's where the yuppies go to party.

Can't we just let people extoll the virtues of their cities without people telling them how worthless their towns are? If he wants to mention Dundee in Omaha without going over the top, let him.

In Duluth, I think Canal Park is more active than Downtown, at least during the peak tourism months of July and August. It's basically an "entertainment" / "tourist" district, with the usual restaurants and bars, souvenir / specialty and antique shops, and motels, as well as the beginning (or end) of the Lakewalk, and a popular spot for watching ships come under the famous bridge.

Downtown, however, is probably more busy during the winter.

Oh, yeah...you have good taste. Highland Inn is actually in Poncey-Highland (a bit 'edgier' than Virginia-Highland, which I like). Jane Fonda lives there.

Kansas City has the Country Club Plaza area and Westport. Both are much more lively than downtown though the new Power and Light District is starting to put some life back into downtown.
