Doesn't it usually fall down to the upper Midwest, Vermont/New Hampshire, Hawaii, and when you extend it to metro areas pick up Knoxville, Charleston, Savannah, Seattle/Portland, 2 or 3 areas in the rockies and some obligatory high-middle-class coastal enclaves?
If you have a lot of money: New York, Chicago, or LA.
If you're poor: NOT cities. I imagine a small town in the northeast or the West Coast would be the top choice.
If one doesn't have a lot of money I wouldn't recommend NH. The cost of living is high, even in the smaller towns. A good place for someone with less income would be a smaller town close to employment opportunities in Madison, WI, Des Moines, IA, Omaha, NE, or a Knoxville, TN.
