A "hick town" is a community that has probably been unfairly labeled as such by people who are casually familiar, but not entirely familiar with it. In New England, that's the case anyway.
Characteristics are that the community is generally rural and in many cases, lower to middle income. There's often a notable conservative community and the associated activities (i.e. motorsports, hunting, etc).
I hate calling a town, "hick" because it's a sweeping generalization that is generally unfair. Moreover, even in the reddest, most rural community, not every single person is a "hick."
In short, the expression, "hick town" is generally used by ignorant people to describe a community that they feel is "ignorant." I've found it ironic (in a pot/kettle sort of way) when I hear people use it.

What's funny is that there's a town here on Long island (actually right near where I live), that's called "Hicksville"--but it's not a small town at all. The population density is like 7700 people/sq mile, lots of Indian/Bengali sections, the commuter trains come every 20 mins and it's only like 15 miles outside the city here.
Most hick cities don't have large enough populations to be well-known so I can't drop any names that you'd be familiar with. But if you were to ask what state comes to my mind when I hear hick I would say Kentucky or Arkansas.

a lot end in "-ville." a lot don't. a lot are in the south. some aren't.
the citizens usually exhibit backwards behavior...
racism is usually thick. even if its not verbal and in your face, you can feel its presence.
there is hardly any public transportation.
hardly any sidewalks.
lots of strip malls
walmart is on each side of town.
they are behind on fashion.
the area is probably located in a red state.
a lot of ppl have mccain/palin stickers on the back of their trucks/cars.
the ppl with said stickers also have nobama stickers adjacent to the mcain/palin stickers.

But a lot of towns in NYC metro have "ville" at the end of them and are far from backwards/hick-ish.
