Veteran's Day is for living vets; both those who are "whole" and those with parts missing. Whether the missing parts are physical or mental is irrelevant. Memorial Day (formerly
Decoration Day for fallen Civil War soldiers) is for decorating the graves and remembering those who have died.

For what it's worth, the name for the little flags in your picture
is not the "
Stars and Bars". The "
Stars and Bars" was the original flag of the Confederate States; it was very similar to the USA's "
Stars and Stripes", except it had three wide bars instead of thirteen stripes (hence the name).
The flags in your picture may be referred to as the "
Confederate Battle Flag", or informally as the "
Dixie Flag", "
Rebel Flag", or "
Southern Cross".
I'm assuming you are someone who proudly waves that flag while claiming it represents your heritage (although most people claiming that are really waving it out of spite).
I would suggest you actually learn something about it.
