I definitely wouldn't call it Plan B. To me, this is far more efficient and has a much faster way to grow. The Midtown campus focuses on tech and innovation while the TMC3 is the focal point of BioSciences. Its initial phase is a bigger scale and its growth potential is larger.

Transparency will come when the Good 'ol Boys from A&M and UT are gone from the halls of the state capitol. The empowered Texas elite have protected, over a few generations, their privileged membership in the gentlemen's club of UT and A&M alumni.

Actually, now that I think of it, I like this "plan B" far more than the original plan, and it's not even close. Not only is the new plan more diverse in offerings, but it also fills 2 needs at the same time.

Rice's Innovation District campus provides a missing Science Park/Innovation District that hasn't been seen in Texas of this magnitude. Its use is related to Stanford's Research Park or North Carolina's Research Triangle. This provides Rice with better data science and tech studies, and Houston companies with more talent.

On the other hand, TMC3 plays a focus on biosciences which is an ever-growing field that makes good use of the health institutions here.

The two projects compliment each other as you can't have bioscience studies with proper tech talent, and on the flip side, the BioScience provides the tech talent jobs.

Additionally, the projects being ran by 4 major institutions instead of just 1 make the speed of the construction faster, as well as more detailing in each aspect since different institutions offer different focuses.

I think its safe to say that this method works out better than UT's data science campus.
