Welcome to college. This is pretty typical behavior of almost all freshly liberated teenagers. They're finally free from their parent's shackles and they let loose like monkeys. This isn't unique to HBCUs. Any dorm in any university is going to be littered with used condoms, loud music, pot, petty theft and the occasional fight. Except for maybe the dorms at Oral Roberts.
