Save yourself years of grief and fix it yourself. Pulling out a toilet and putting in a new wax ring is no big deal. The problem will be when you need to set it down on those 2 screws you won't be able to see. It will take a hour. That includes going to buy the wax ring.

It will take longer than that to write your letter. Getting into a pizzing contest with Perry Homes will take 2 or 3 years of your life.

Honestly I hope it is appealed and they get a much lesser amount. This is what is wrong with out justice system. Getting what's fair and proper should not be like winning the lottery. The award is abusively excessive. They should get the fair market value of the home plus maybe an extra 100k at the most. Greed.

The same as everyone else's. The same that any lawyer will tell you. The same that the small claims judge will tell you.

It's been seven years, it's your problem. Fix it.

I do understand your frustration, as this was wrong from day one. Nonetheless, builders need some sense of closure so people don't come back to them for decades with small issues. And this is too old.
