According to the Article I read, MS moved to Vancouver because Canada has no restriction on work visas. That means foreign workers can come to Canada easily.
Out of curiosity once I looked up on-line just what Canada's immigration policies are, and if you have money or if you are educated it's easy to get in. The key is you have to be able to contribute to their society in some way. If you can't you don't get in. And they don't have the chain immigration like we have.
Not really. My husband's field (not computer related) is mainly foreigners. Most Americans do not have the math skills to do the job so the employers get the most qualified people. In his field, foreigners are paid the same as Americans. It's not a money issue, it's a matter of skills needed for the job.

There are a remarkable number of people who come from overseas to attend colleges in the U.S. That would not be the case if our college systems were somehow inferior to the rest of the world's.

We could actually stop companies from moving overseas, but not as long as corporations like Microsoft have more influence over our politicians than the citizens of this country.
To start we could eliminate the H1B visa program, then jail anyone who illegally hires foreigners.
Actually, he lost me. MS is moving to Canada because they couldn't get the work visas they needed. How does eliminating the H1B visa program going to stop MS from going to Canada? They are not hiring anyone here illegally. So they can't be jailed for that, can they?
I worked for a high-tech company in CA from 94 to 2000. We were the leader in the industry. Every time we improved a process the competition adopted it, the competition advanced nothing.
Some of the brightest people I have ever met worked there. From the time I started to the close of the plant the objective was to get the per unit cost down. Every time we met or came close to the target cost, they would lower it. By the time they decided to close the plant the cost per part was reduced by over 85%. This was still not enough, they still wanted it lower so they closed the plant and moved it over seas.
Five years after they closed our plant the over seas plant still couldn’t meet the production out put that our plant easily met. The costs per part even with the “lower labor costs” were much higher than our costs.
A lot of good people lost their jobs due to corporate greed.

This is an excuse more than anything else, there are more than enough college educated people that can do the job, the only area where we are lacking is in manual labor because our youger generations refuse to do hard
work, and that's why we will continue to depend on migrant workers
One of the reasons that Microsoft setup shop in Canada is that they figured they could bring in more third world tech workers by leveraging Canada's less restrictive immigration system and then have them work in America by giving them special NAFTA visas. It was an elaborate scheme that attempted to circumvent the numerical limitations of America's H1B visa program.
Fortunately (for American tech workers), the NAFTA visas haven't been as forthcoming as Microsoft had hoped. Hence, all the dark mutterings about how America doesn't produce enough engineers/scientists and that we need to continue to loosen restrictions on the H1B (and related visa) programs.
