i dont think so.
#1 Indiana has a property tax cap of 1% which is among the lowest in the nation.
#2 Indiana has the most affordable real estate market in the country and Indianapolis was again ranked as #1 in affordability.

knowing this person is an empty nester Indy will have the advantage too with the lowest cost of living of any Major US city.

#3 Indy is only a 3 hour drive from Chicago if you go to Cincy its a 5 hour drive to the nations 3rd largest city.

#4 people that are empty nesters usually are into Sports and Indianapolis is one of America's Sports Capitals with Super Bowls and the Indy 500/colts/Pacers and on and on.

would really help though if the OP would describe his wants and needs for where he wants to go

I think Cincinnati is supposed to be slightly better than Indy and offer a little more. Indy is the best in Indiana though.

Broadrippleguy, where did she have in her criteria anything about property taxes or affordability?? I heard Mexico is pretty affordable.

I haven't lived in either cinci or indy but I've been to both quite a few times, I used to live in Connersville which is just about right between the two. They both have their ups and downs, and it also depends where in cinci or indy, cause both of them have places you would NOT want to be no matter what. I've also lived in Illinois for a couple years close to Chicago, which I think is an amazing city with more to offer than indy or cinci (no offense), so I'd say go with Indy so that you're close enough to Chicago...although you could take the train from cinci to chicago =)

I think Cincy would offer a bit shorter commute, although I could be wrong. There's much to like about both cities.
