Where is it on University?
All stretches of the University corridor are quite safe during the day, but there are some rather shady-looking rental properties along the slope of the hill (North Hill Street-Alta Vista Street). Generally, areas in the "University Hill" neighborhood (literally, on top of the hill), and everything westward, will be the safest and the best-maintained. Many college students live in the University Hill area, as well as western University Ave., because of its proximity to Loras College & the University of Dubuque.
Basically... if your address is greater than 1000 University Ave. (Where Alta Vista intersects), you shouldn't worry. Even if it isn't, it really depends on the property, and how well your landlord keeps it up, along with the neighboring buildings, etc...
Otherwise, if you're looking for decent complexes on the West Side, I'd suggest:
** Hillcrest Rd./Pasadena Dr.: Hillcrest Apts. other misc. buildings
** Pennsylvania Ave.: Key Apts., Westgate Apts., Penn Place Apts., other misc. buildings
** Chaney Rd.: Pine Terrace, other misc. buildings
** Raven Oaks Dr.: Arbor Glen Apts., Kluck Apts., Raven Oaks Apts.
** Asbury: Misc. buildings
There is a new 48-unit complex going up in the 2700 block of University Ave. that should be quite nice. Its probably a year or more away from completion though.
