It was in a human resource management course I took in college under two years ago. It is a part of employment law to cover smaller businesses because they may or may not be able to bring in outside talent that is over the 20%. I cannot find a source but it was a topic of discussion in the course for a good 10 minutes or so in class. I am sorry I cannot source this but it was from my professor who was in HR and I think from the text book but I am not sure as it was nearly two years now.

I think you might be confused with Executive Order 11246 which mandates written affirmative action programs for federal contractors with over 50 employees:
