If you don't hear back by Friday afternoon I think it's okay to email the person you had contact with and ask if there is anything further they need from you, and ask where things are at with the process.
They may be dragging their heels because a lot of people take time off the week of Christmas and the week following, so they may be wanting to reduce the time between offer and start date.

i'm in a similar situation. got replies from my thank you notes so they're probably not blowing me off completely, but no definitive notice yet. I've been waiting a day longer than you since my last interview in fact, so your chances are at least as good as mine.
Hey, I'm in a similar situation, no response for two weeks after I submitted a reference list.
Yesterday, I sent a follow-up email, and the hiring manager replied that he has been traveling and not very available.
