That's pretty pathetic that temp agencies are worrying about flight risks. Their jobs are the lowest of the low the last choice for employment. Anyone they hire is going to leave the second they are offered a decent perm job.
Temp agencies are where you go when you don't give a crap about retaining workers and having them engaged.
The entire purpose of temp work is to try the candidate out without providing benefits. It demonstrates a flaw in labor law.
Then have a probationary period. The purpose of temp is to have an underpaid workforce that are not given any benefits and can be dumped with one phone call for any or no reason. Like the ad I posted on page 6 a Never Never guy/girl.
It is a very efficient way to have disengaged workers who don't give an F about their jobs past their next paycheck and looking to leave the company at the first opportunity.
Also the minute you involve a temp agency you become most people's last choice for employment. Noone with a direct job will consider the position and many unemployed won't even deal with staffing agencies. Not a great way to attract good talent, much less retain them, nor keep them motivated.

Large employers are still required to provide fringe benefits during the probationary period. I like the idea of full time jobs from the start. But fringe benefits should be negotiated just like salary. Unfortunately, the government has put a stop to that and as a result you have temp agencies.
So provide benefits instead of paying a middle-man.
The solution is to get rid of the middle man and allow the employer to hire employees without fringe benefits. That way it's a win/win. No temp agency and no forced fringe expenses for the employer. This used to exist in a great way with 1099 but the IRS messed that up as well.
