You're oversimplifying. Present day LV grew out of activities that were illegal in every other state. Don't confuse illegal with immoral, at the same time, making something legal doesn't make it morally acceptable to all, and vice versa. While I agree that THEcesspool is the single most morally bankrupt place in the US, and income, both personal and corporate are the single driving factors, those who think LV will simultaneously become a world class city are totally insane.
