Ummm...well, there's obviously the option of laying out by the hotel pool.

Shopping.

Lots of concerts and shows (many don't have age requirements).

People watching and site-seeing.

Hookah lounges (they're 18+).

Is there a >21 restriction on the cat houses? I guess i never thought about it.... just assumed it was one of those weird things like voting or getting drafted into the military that you could do at 18.

If you plan to spend most of your time around the Strip, you'll be frustrated pretty quickly about all the things you basically may understand but cannot do yet.

For natural scenery and hiking, there's Red Rock Canyon, Valley of Fire and (if you're ambitious), the Grand Canyon. For man-made accomplishments, there's the Hoover Dam and the resulting Lake Mead.

If you like to bowl, the Orleans and South Point casinos each have huge bowling complexes. They also have big movieplexes as well.

As a "kid at heart", I happen to like the Pinball Hall of Fame. Your $ will go a little further there than at Gameworks or the other various casino arcades.

Other than that, unless you and your friend come from a smaller town or city, there's probably not anything particularly different in Vegas that you wouldn't find in any major metropolitan area.

If you follow poker on TV, the WSOP events are at the Rio from May 28th through July 14th. There is no addmission charge to wander the rail in the tournament room and watch your favorites. The big names are very friendly and generous with their time for pictures and autographs.

As mentioned, the pools for your age sound perfect and with wheels Red Rock Canyon, Valley of Fire, Lake Mead Cruises and Hoover Dam are good choices.

The last one is free things to do. The tix one is for discounted show tickets. Hope this helps.
