For those of us who are still open/active or blank, I'm pretty sure they are just keeping us around in case, by some miracle, they are busier than expected. Or, a lot of employees decide not to show up for work on day one or drop out of training, etc. So I think we're the proverbial "bench warmers". If something happens to the starters, we'll be called up for service.
