Let's start with common sense. Fact is we simply just don't know, what we don't know. Picture you are starting out in a new job and your boss gives you direction and asks if you have any questions. You do and his reply is simply, "sorry, I don't know and no one else does either.". So rather than toss caution to the wind and miss something you try to cover all bases as best as you can and once there are some results you can start to refine the process and determine what you do and don't need. We are all still trying to cover most of those same bases now, partially because now you have the added burden of having to convince people that certain things are necessary. It is an uphill battle.
Or you could focus your efforts on preventing spread the way Covid -19 generally spreads (if one believes scientists and the CDC): Respiratory droplets. I wouldn’t categorize that as ‘throwing caution to the wind’.
Of course there are outlier delayed surface transmissions and doggie breath one could address if one has unlimited resources and unlimited time (not to mention an abundance of caution and covering all the bases) “Based on the limited information available to date, the risk of animals spreading COVID-19 to people is considered to be low.”

Word on the street is Cuomo is going to suspend all indoor dining in New York State tomorrow. Murphy just did it in NJ. A bit easier there since it had not started yet. This will throw a bunch of places. Especially upstate which have been in phase 3 for awhile into a real conundrum

The discussion is whether to exclude indoor dining to NYC's Phase 3, set to begin July 6, 2020. There is no thought of ending it in the remaining zones of NYS.
Today Laura Curran (Nassau) announced 1 (one) death with Covid-19 since Friday and Steve Bellone (Suffolk) announced 0 (zero) deaths yesterday with Covid-19. (Note: The two counties combined are about 2,800,000 residents)

Clearly again, you misread my comments. I am advocating for the use of masks and social distancing. Taken in context,
"So rather than toss caution to the wind, and miss something you try to cover all bases as best as you can" I.e try to cover all your bases translates to even the most trivial thing needs to be tried before the result can be refined.
