Word on the street is Cuomo is going to suspend all indoor dining in New York State tomorrow. Murphy just did it in NJ. A bit easier there since it had not started yet. This will throw a bunch of places. Especially upstate which have been in phase 3 for awhile into a real conundrum

The discussion is whether to exclude indoor dining to NYC's Phase 3, set to begin July 6, 2020. There is no thought of ending it in the remaining zones of NYS.

Today Laura Curran (Nassau) announced 1 (one) death with Covid-19 since Friday and Steve Bellone (Suffolk) announced 0 (zero) deaths yesterday with Covid-19. (Note: The two counties combined are about 2,800,000 residents)

Cuomo announced a total of 5 deaths in all of New York State yesterday.

Clearly again, you misread my comments. I am advocating for the use of masks and social distancing. Taken in context,
"So rather than toss caution to the wind, and miss something you try to cover all bases as best as you can" I.e try to cover all your bases translates to even the most trivial thing needs to be tried before the result can be refined.
