Make it yourself. Round up buddies, use your iPhone to film, make a proof of concept, then post it on YouTube. If the concept catches fire, someone may be whiling to throw money at it to make the real thing.

Get into a degree program that specializes in script writing. There's a university one in Pasadena. There you will learn the process and possibly gain contacts for an agent and some necessary skills in production. There are different stages of a proposal from a couple of paragraphs of general idea to a treatment to a full blown script with camera angles and actor intent. It's a lot more complicated that just an initial thought which are a dime a dozen in Hollywood. You never send a full script initially.

There is a need for content but like everything else you need to be prepared in order to succeed.

Wouldn't that be more of a toss than a pitch?

In any case, I'm sure the script will then be "pitched" right into the trash bin.

Serious advice now from someone who works in the industry (even thought OP is probably a troll)

1. Learn how to write a screenplay in the correct format. There are a lot of rules about screenwriting formatting and many different screenwriting software available to help you format it. If your screenplay isn't in the correct format nobody at any studio (or agency) will read it.
2. Learn about 3 act structure and conventions of Hollywood movies. 99% of Hollywood movies follow the exact same structure down to the point that major plot points occur at the exact same time in every movie. Hollywood is not a good place to try to be unique
3. Read a lot of screenplays
4. Go to USC film school if you can get in and afford it if only for connections and internships
5. If you can't get into USC then start pounding the pavement and find a PA job anywhere in the industry. Start working on student films for free, join 48 hour film festival and do anything else you can to make connections because this industry is 99% who you know.
6. Once you have a decent screenplay (which usually occurs after you have written and re-written about 10 bad ones) enter into high level screenwriting contest and pay to upload it on the Blacklist
7. Make a 5-10 minute short film based on your screenplay that you can use as demo reel and put it on Youtube and have it go viral.
8. After you have a award winning screenplay, viral short film and good feedback on Blacklist then sit around and wait for agents to reach out you who are willing to represent you. Then, maybe, you'll get an opportunity to pitch your idea to someone at Paramount (or another studio) who probably has no real power in buying your idea but who will then pitch the idea to someone on the next level if they love your idea.
