Yes, this is when & where it actually started. It was very subtle...services for those who had been institutionalized would be available “in the community, outpatient”, only it never happened that way. Then other states followed California’s “example”.

This happened when Reagan was governor of California. I won’t even go into what his line of thinking & true motivations were when guiding (?) the entire country, except to say that it laid the foundation for today’s massive problems in the USA, homelessness being one of the most noticeable.

Deinstitutionalization started way before Reagan. He just put the nail in the coffin.

There have been homeless throughout history.

It is worse now and while I liked Reagan the change he implemented was not smart or helpful at all.

It started when he was governor. Although anyone who would have been governor at the time would have signed that bill, which had full bipartisan support and not much opposition.

True and not really unusual then. Both parties created the current problem and neither is truly trying to solve it.

Reagan and Bush may make convenient targets for the usual suspects, but those of us who were around in the Seventies (I was in my twenties at the time) can also recall the constant do-gooder whining about "inhumane conditions" in mental institutions -- and a clamor for liberal release policies which did not come from conservatives.

Our society can now afford something a bit better due to the expanded economy, but the fact remains that there is a substantial portion of the population who are not capable of fully rational behavior. I have a 31-year-old nephew who is one of them, and the only thing that stands between him and the cruelty of the street is a church-based support network and a pair of loving parents, the younger of whom will be sixty next year.
