Van Nuys is in the western San Fernando Valley. You can't see the skyline from anywhere in the Valley until you start heading south on the 101 through the Cahuenga Pass, so you definitely wouldn't be able to see the skyline from Van Nuys.

The 110 runs north/south and the 10 runs east/west which leads me to believe you might've been in Crenshaw/Baldwin Park. Its not too far off the 10 freeway to get up the hill there.

He said 15 miles from Inglewood, so that rules out the Baldwin Hills.

that actually wouldn't make sense. as someone else mentioned, you can't see the downtown skyline from the valley, there is a mountain range in the way. however, there are a few clusters of highrises in the valley, maybe you have mistaken one of those skylines for downtown.

Alright, here's another theory: Elysian Park. The 110 is nearby, the 101-110 interchange is close (if you were on your way to/from Hollywood) and the hill (Elysian Park Drive/Park Row Drive) and that's about 15 miles from Inglewood, give or take.

That would put you north/northeast of Downtown and of course, nowhere near the ocean.

I'm having a hard time thinking of a freeway sign that mentions Inglewood. I'm familiar with the 405 from the westside down to the LBC and can't ever remember seeing Inglewood on a sign. I'm nearly certain about the 10 and 105 as well. Maybe the 110 somewhere, I don't drive that freeway very often.
