Homeless people now allowed to camp/live on beaches in laguna beach is it the same in la? (San Diego: RV parks, low income)

The ACLU recently sued Laguna beach for harassing its homeless population and not providing shelter beds, the ACLU won and overturned an anti camping ordinance. Now homeless people are allowed to camp/live on laguna beaches as long as they stay in a tent no bigger than 6 feet tall by six feet wide. Are homeless people allowed to camp/live on LA beaches as well?
people have been living on/near the beaches in LA since I've been here (4 years). They aren't setting up tents or anything, but on any given night night you'll see encampments of homeless people in sleeping bags (especially in Venice). They tend to congregate in areas with some sort of cover like store fronts with awnings. I've also seen my share of homeless sleeping on the sand, but that seems pretty awful even for someone who sleeps outdoors everynight.

I may be wrong, but I'm pretty sure that beaches are city parks, and that city parks may not be occupied between 10:00 p.m. and some early morning hour, perhaps 6:00 a.m.
I don't think you can pitch a closed tent on a public beach at all. Not even in the daytime.
a n umber of years ago I was in San Diego on vaca....went to La Jolla. There they had a couple of small 'picnic houses' the extended out over the cliffs.....you couldn't get into them because of the homeless people living there....24/7........ain't the ACLU grande.
i doubt that it is legal, i think the cops turn a blind eye as long as they aren't distrupting those who live on the beach.
Thanks for the info. I know on skid row downtown they were being harrassed because of the new condos going up. I think it is a good idea to start housing these people in very low income housing so they have an address,bed,and po box then they could find employment easier. City of Laguna Beach is trying to get that started.
camping is much cheaper than paying 1000 a month for an apt. RV is a good investment for those who dont wana cough it up. the RV parks and and camping parks are full of poor people. we are next.
