You ALWAYS need a building permit to legally build any new structure in the State. It just comes down to local permits or state issued permits.

When winterizing a plumbing system, don't forget about the water being "trapped" in the P traps in the drain pipe. We used to just pour windshield washer fluid in the sinks and toilets to dilute or replace the water. You can use RV antifreeze to but the washer fluid is cheaper.
