yes they do, and each town/community, has unwritten or unofficial fishing territories, for example, say someone from boothbay harbor, a lobsterman, dropped his traps in the waters off stonington, with his buoy and all, or even the nearby town, most likely his traps would be "cut", by the locals,
maine lobsterman have but a few months to make all they can (money) for the entire year, the "recreational" lobsterman with just a few traps, use to be frowned upon, what if not one,,,but 300 "recreational" lobsterman were competing with your own livelyhood?
and i know there is license criteria for different areas, etc,....but what most folks dont know, lobsterman take a hit on there "gear" (equipment) thru hang-ups, snarls, storms, etc, and in many harbors along the coast, where yachts, and folks "rent" a buoy for the summer, many help themselves to lobster traps at night, think its funny. and they get free lobsters.
lobstering is a very hard, and harsh carreer, or way of life, its in most fishermans' heritage, they grow up with it, and they wouldnt want to do anything else, however, they do operate on thier own rules, of survival.

Sometimes there are even murders over people pulling lobsterman traps.

MOUNT DESERT ISLAND, Maine (AP) — A female lobster crawling around off the Maine coast has cheated death at least 10 times, thanks to Barbie and a couple of Mount Desert fishermen.

Yes the lobster industry IS run by gangs and that is why different color bouys are used to identify gang affiliation!
