Does anyone know where I can find some high quality neighborhood maps for towns? I’ve seen some but the picture quality is quite low and I fear they may be outdated.

In most cases it does if you search for a specific neighborhood. For example, "West Somerville, MA" will show you the actual boundaries of West Somerville, not the random definition some other folks use.

This is the only way I know how to do it. It would be nice if google had an option to turn on all borders. The boundaries also tend to go away at small scales.

Neighborhoods aren't always clear.

The answer I would give is to use the publicly available GIS layers from Mass GIS.

A betting person would choose Everett. I myself would go with Waltham.
