I don't know about the actual complex (I'm sure it's safe, but in terms of the quality of the units, noise, etc I have no idea). The area is fine. Memphis is tricky because practically everywhere in the area, you can have a great neighborhood and 5 blocks away is a bad one. Moreso in city limits of course, but I think that area is technically Memphis despite it being so close to the suburbs. So Hacks Cross and Winchester is good (although it's not my cup of tea, think: big box suburban stores lining the main roads). But if you go west on Winchester to maybe Riverdale, it starts getting bad. So when you shop, just stay in the Hacks Cross area, or to the north or east. You've got Poplar to the north, Germantown Rd to the west, and 385 to the south, which make for easy access to things.

Poplar is far and away preferable to Winchester. Check out Poplar Pines, Kirby Station, Edge of Germantown. If you must be along Winchester, absolutely nothing west of 385.
