Could be that the regulations changed because that was obviously a really long time ago, or he said he didn't need them at MEPS either because he lied, or didn't know. Or, he didn't need them, but came to need them while he was serving. I could get get orthodics now, but that doesn't mean I could have joined with them. Also, buying orthodics from the grocery store is way different than having an RX from a podiatrist.
