The schools in West Bloomington have a strong reputation and are highly rated. Plus you'd be able to bike commute more easily from there. From the work location it wouldn't be that far from Eden Prairie either. A bike commute from Eagan/Rosemount would be pretty ironman-esque. I think West Bloomington would be your best choice.

All of my neighbors, co-workers and friends who bike year-round would disagree with you! There are more and more people riding bikes in the winter these days. Part of it is that the roads and neighborhoods are becoming more friendly for bicyclists. There's still a bit of passive-aggressive attitude towards bikers (because not all bikers obey auto driving rules)- but overall, it's very do-able and I think you should definitely keep it as a requirement for your move. It's a great way to save money, limit use of the car and get a workout.

Some folks I know take mass transit to work and then bike home, which is another option to consider.

I would agree that Bloomington is a great place to start, then look towards Eden Prairie or even southwest Edina. Lots of great places to look close by, no need to go to the far southeast metro just because they have some sidewalks and bikepaths there!

Good point about mass transit one way; most (maybe all?) buses come with racks on the front, so it's very easy to have the option to ride only one direction (assuming there's a bus going where you want to go). I'm not a biker myself, but the Twin Cities seems to have far more hard-core year-round bike commuters than anywhere I've ever lived. It's generally a pretty bike-friendly place, and bike racks are all over.
