Minneapolis needs to get rid of it's vibrancy killing walkways if it's gonna get serious about creating an urban downtown.

Well, that's an inherent problem with Minneapolis I guess.

This doesn't change the fact that an elevated pedestrian travel system kills street vibrancy and every urban planner agrees.

In my experience, -10F with a 25 mph wind tends to put a bigger damper on street vibrancy and every person who's experienced that agrees!

I'm not sure street vibrancy- however that's defined- is the number one objective anyway. Livability, the increase in retail square footage, and a privately funded solution have been given priority here, at least in the central business district which is where 90% of the Skyways are.

Minneapolis is the coldest major city in The United States; and ranks with the likes of Montreal, Moscow, and Harbin as one of the coldest major cities in the world. Much like Montreal (which chose to go underground), Minneapolis found a way to address the temperature extremes of winter. Unlike Montreal, Minneapolis can also be very hot and humid in the summer. Skyways are a practical solution to the unalterable climatological realities of the city.

The notion of "street vibrancy" is much like an obsession with skylines. It may fill an abstract need relating to civic braggadocio, but it has little to do with the overall experience of existing in a city. Aside from the relatively few days in which Minneapolis experiences truly brutal cold or heat, there is in fact a significant amount of what is typically defined as street vibrancy.

With that said, the skyway system could certainly be improved upon by uniformity of hours, and by direct connections to the street level.

The skywalks are open basically 365 days a year, so no.

-10F days are fairly rare, even in MSP. Unless you're advocating padlocking them until the mercury hits -10, makes no sense.

I'm not sure what you're saying. Is it that a system like the skyways could only be useful in Antarctica? It would be helpful if your sentences contained both a subject and a verb.
